
A high-level delegation from the World Bank visited the Assembly to engage in discussions surrounding the Kenya County Governance and Performance Program (KCGPP). Led by Madam Tina Owour, the World Bank team met with the Assembly team, headed by Majority Leader Dr. Alex Langat to address critical matters pertaining to the program’s upcoming implementation.
The KCGPP aims to build upon the successes of the Kenya Devolution Support Program (KDSP), which concluded in September 2020. In an effort to ensure the effective implementation of the proposed lending operation, a preparatory mission, spearheaded by the State Development for Devolution and supported by the World Bank, was initiated. Collaborative efforts between the Intergovernmental Relations Technical Committee (IGRTC), Council of Governors (COG) Secretariat, Public Finance Management Reforms Secretariat (PFMRS), and various Ministries, Departments, and Agencies (MDAs) will be key to the program’s success.
The primary objective of the mission is to undertake preparatory activities for the proposed Program for Results (PforR) and establish an agreement with the Assembly regarding the subsequent steps in the operational design. With this objective in mind, the House Leadership, the Liaison Committee, the County Assembly Service Board, and the Assembly’s Technical Officers convened to engage in detailed discussions.
Madam Tina Owour, leading the World Bank delegation, expressed her satisfaction with the fruitful deliberations held with the County Assembly team. She emphasized the significance of the KCGPP in advancing good governance, enhancing service delivery, and promoting transparency at the county level. Recognizing the pivotal role played by the County Assembly in ensuring effective implementation of devolution, Madam Owour reaffirmed the World Bank’s commitment to supporting Kenya’s development efforts.
During the meetings, the Assembly presented their proposal to the World Bank, marking a significant step towards potential implementation in the coming year. The proposal holds promise for addressing key developmental challenges and aims to make a substantial impact on the socio-economic landscape of Nakuru County.
While no official decision has been made regarding the proposal’s implementation, the World Bank acknowledged its potential and expressed its intention to meticulously evaluate its feasibility and impact. If approved, the proposed initiative could commence as early as next year, ushering in a new era of progress and prosperity for Nakuru County.
The Assembly team conveyed their gratitude for the World Bank’s attentive consideration of their proposal, emphasizing their commitment to working closely with the Bank in refining and finalizing the plan to ensure its successful implementation for the benefit of the Nakuru residents.
The Majority Leader Dr. Alex Langat also expressed his appreciation for the continued partnership and support of the World Bank. He underscored the significance of the KCGPP in bolstering County governance and performance, ultimately leading to improved livelihoods for Nakuru residents. Dr. Langat assured the delegation that the Assembly would work closely with all stakeholders to ensure the program’s success.
The discussions concluded with a shared understanding of the
objectives and next steps in the design and implementation of the Kenya County Governance and Performance Program. Both the World Bank delegation and the Assembly team expressed their unwavering commitment to fostering effective governance, accountability, and development at the county level, bringing hope for a brighter future for Nakuru County.
