
The Director, Committee Services is the administrative services head to all Committees of the County Assembly. The activities of the Director pertain to budgeting for Committees, Committee meetings schedule, procedural advice to Chairmen of Committees and the Liaison Committee on parliamentary procedures and practices with regard to Committee business. Duties and responsibilities for the Director, Committee Services include:-
- Coordination and supervision of the functions and operations of the Directorate of Committee Services of the County Assembly;
- Responsible for Select Committees, Departmental Committees, and Ad hoc Committees of the County Assembly;
- Facilitation of public participation and involvement in the activities of the Committees including Committees’ inquiries;
- Keeping custody of records of the County Assembly Committees and responding to inquiries on the activities of the Committees from the public and other legislative bodies.
Leadership
The County Assembly Service Board is established pursuant to Section 12 of the County Governments Act, 2012 and is tasked with providing services and facilities to ensure the efficient and effective functioning of the county assembly.
The Clerk of the Assembly carries out the administrative functions and is the secretary of the Board. The Board also comprises of a representative of the majority party which is the largest party or coalition of parties in the assembly and a representative of the minority party which is the second largest party or coalition of parties in the assembly. Two qualified representatives of the community also sit on the board as members.
