COUNTY ASSEMBLY SERVICE BOARD - NAKURU

Establishment | Membership | Tenure | Functions | Secretary to the Board

The County Assembly Service Board (CASB) of Nakuru is a statutory body established under Section 12 of the County Governments Act, No. 17 of 2012, and is guided by the Constitution of Kenya, 2010. The Board plays a critical role in ensuring the smooth and effective functioning of the County Assembly by providing leadership in administrative and support services.

1. Establishment of the Board
The Nakuru County Assembly Service Board is a body corporate with perpetual succession and a common seal. This legal status enables the Board to carry out its mandate independently and with continuity.

2. Membership of the Board
The composition of the Board is as follows:
The Speaker of the County Assembly – Chairperson of the Board
A Vice-Chairperson – Elected from among the Board members
Two Members of the County Assembly – Nominated by political parties in proportion to their representation in the Assembly
One man and one woman – Appointed by the County Assembly from individuals with experience in public affairs who are not Members of the Assembly
Note: The external appointees serve on a part-time basis, as stipulated in the Act.

3. Tenure of Board Members
Members of the Board hold office under the following conditions:
• Members of the County Assembly on the Board vacate office at the end of the Assembly’s term or upon ceasing to be MCAs.
• Appointed members may serve until their appointment is revoked by the Assembly.
• The Speaker vacates office on ceasing to be Speaker.
• Appointed external members continue in office until their successors are appointed in the subsequent Assembly.

4. Functions and Responsibilities of the Board
The CASB is responsible for overseeing the effective functioning of the County Assembly through the following functions:
• Providing services and facilities to support the operations of the Assembly
• Establishing offices within the Assembly service and managing staff appointments
• Preparing and submitting annual budgets for the Assembly service and overseeing expenditure
• Implementing programs that promote parliamentary democracy, either independently or in collaboration with other institutions
• Performing other duties necessary for the welfare of members and staff or as prescribed by law

5. Secretary to the Board
According to the County Assembly Services Act, 2017, the Clerk of the County Assembly serves as the Secretary to the Board. In the absence of the Clerk, the person performing the Clerk’s duties assumes the role of Secretary.

Functions of the Secretary
Under Section 17 of the County Assembly Services Act, the Secretary:
• Serves as the Chief Executive Officer and Accounting Officer of the Board
• Acts as the Administrative Head of the County Assembly Service
• Is the custodian of records and proceedings of the Board
• Oversees the implementation of Board decisions and supervises staff
• Prepares programmes and proposals for achieving the Board’s mandate
• Ensures compliance with public service values, principles, and ethics
• May assign or delegate functions to other staff with the Board’s approval
The Secretary is directly answerable to the Chairperson and the Board, and plays a key role in ensuring efficiency, professionalism and accountability within the County Assembly Service.
