

The Clerk’s Office
The Clerk is the Chief Administrative Officer of the County Assembly and also serves as the Secretary to the County Assembly Service Board. The office ensures the effective management of Assembly operations and provides expert guidance on legislative processes.
Functions of the Clerk
As provided under Section 19 of the County Assembly Services Act, 2017 (Revised 2022), the Clerk shall:
- Serve as the chief administrative officer of the County Assembly, responsible for day-to-day management and functioning.
- Provide expert, non-partisan and impartial advice to Members on the legislative process, parliamentary procedure, and practice.
- Perform procedural functions and exercise duties and powers conferred by law, the Standing Orders or parliamentary practice.
- Serve as the Secretary to the County Assembly Service Board.
- Carry out these functions under the direction of the Speaker of the County Assembly.
• Procedural and Legislative Advisory
Advises the Speaker and Members of the County Assembly on matters of procedure, practice, and interpretation of the Standing Orders, and other relevant laws governing the operations of the Assembly.
• Secretary to the County Assembly Service Board (CASB)
Serves as the Secretary to the County Assembly Service Board and is responsible for ensuring the implementation of its decisions, coordination of administrative matters, and facilitating the delivery of services to Members and staff of the Assembly.
• Custodian of Records and Documents
Maintains custody of all official records, documents, and archives of the County Assembly, including Bills, Motions, Hansards, and committee reports.
• Oversight of Legislative Processes
Coordinates the preparation, processing, and tracking of legislative business, including the introduction and passage of Bills, Motions, Statements, and Petitions.
• Administrative Leadership
Provides overall leadership and management of the Assembly’s Secretariat, ensuring efficient utilization of resources, implementation of policies, and promotion of good governance practices.
• Coordination of Committee Work
Facilitates the operations of Assembly Committees by assigning technical officers, scheduling meetings, preparing minutes, and ensuring the timely dissemination of committee reports.
• Public Participation and Civic Engagement
Promotes transparency and public access to Assembly proceedings and documents, and facilitates public participation in the legislative and oversight functions of the Assembly.
• Facilitation of Members’ Welfare
Ensures that Members of the County Assembly are adequately supported through logistical, technical, and research services to enable them perform their legislative, oversight, and representative roles effectively.
• Capacity Building and Staff Development
Oversees the recruitment, training, and development of Assembly staff, and ensures a competent, professional, and ethical workforce.
• Execution of Legal and Regulatory Mandates
Ensures the Assembly complies with applicable legal and regulatory frameworks, including financial management, procurement laws, and human resource policies.
