Leadership of the County Assembly and Their Roles
The County Assembly is led by a team of elected and appointed leaders who ensure effective legislative, oversight, and representative functions. Below are the key leadership positions and their roles:

 

1. Speaker
The Speaker is the presiding officer of the County Assembly, elected by the Members of the County Assembly.
Roles:
• Presides over all sittings of the County Assembly
• Maintains order, decorum, and ensures compliance with the Standing Orders
• Represents the Assembly in official and ceremonial functions
• Provides leadership and direction in Assembly affairs
• Chairs the County Assembly Service Board

 

2. Deputy Speaker
The Deputy Speaker is elected by Members of the County Assembly from among themselves.
Roles:
• Presides over sittings in the absence of the Speaker
• Assists in maintaining order and adherence to the Assembly’s Standing Orders
• Represents the Speaker when delegated
• Supports administrative and procedural functions of the Assembly

 

3. Majority Leader
The Majority Leader is elected by the party or coalition with the majority seats in the Assembly.
Roles:
• Leads the Majority side in the Assembly
• Coordinates and drives the legislative agenda of the majority party or coalition
• Works with committee chairpersons on the progress of government business
• Mobilizes support for government-sponsored Bills and motions

 

4. Minority Leader
The Minority Leader is elected by the party or coalition with the second-largest number of seats.
Roles:
• Leads the Minority side in the Assembly
• Provides alternative policies and critiques on legislation
• Offers oversight and checks on the Majority’s legislative agenda
• Advocates for minority interests within the Assembly

 

5. Majority Whip
Appointed by the Majority party or coalition, the Majority Whip ensures discipline and coordination.
Roles:
• Ensures attendance and voting discipline among Majority members
• Communicates party positions during Assembly business
• Coordinates participation of Majority members in debates and votes
• Supports implementation of the Majority’s legislative priorities

 

6. Minority Whip
The Minority Whip performs similar functions for the Minority side.
Roles:
• Maintains discipline and unity among Minority members
• Mobilizes attendance and participation in Assembly proceedings
• Communicates the Minority party’s official positions
• Supports Minority leadership in planning and strategy

 

7. Committee Chairpersons
Committee Chairpersons lead the various committees of the County Assembly.
Roles:
• Preside over committee meetings and activities
• Oversee review of Bills, policies, and budgets relevant to their committees
• Prepare and present committee reports to the Assembly
• Facilitate public participation and oversight of county departments under their mandate
