Overview
The Speaker of the Nakuru County Assembly plays a central role in guiding legislative business, upholding procedural order and ensuring the independence and effectiveness of the Assembly. As the presiding officer, the Speaker ensures that debates are fair, rules are followed and Members are given equal opportunity to contribute.
Hon. Joel Karuri Maina
Hon. Joel Karuri Maina was elected Speaker of the Nakuru County Assembly in September 2022. He brings a solid background in communication and public service, shaped by nearly a decade as the Member of County Assembly for Biashara Ward (2013–2022).
A trained journalist, Hon. Maina holds a Bachelor of Arts in Communication from St. Paul’s University. He is known for his pragmatic leadership style, clarity of thought and dedication to transparent governance.
Duties and Leadership
As Speaker, Hon. Maina presides over plenary sittings, enforces Standing Orders and maintains order during debates. He also chairs the County Assembly Service Board and works closely with committees to ensure legislative efficiency.
In addition, he represents the Assembly in official functions and fosters partnerships with other arms of government, constitutional bodies and development stakeholders.
Oversight and Accountability
Hon. Maina plays a key role in promoting financial discipline and accountability within the Assembly. He works collaboratively with the Clerk and other leaders to ensure public resources are used responsibly and in line with legislative priorities.

Since assuming office, Hon. Maina has championed greater openness, institutional strengthening and citizen engagement. Under his leadership, the Assembly continues to build a strong legislative culture focused on service delivery and public interest.
