LAND DISPUTE AT GATAMAIYO DISPENSARY AND SECURITY AT KARUNGA MARKET DISCUSSED IN HOUSE

The House receives a request for a statement from Hon. Francis Kuria, MCA Malewa West Ward, to the Chairperson of the Sectoral Committee on Lands, Housing and Physical Planning regarding the ownership status and land dispute surrounding Gatamaiyo Dispensary in Naivasha Sub-County.

The House further receives responses from the Chairperson of the Lands Committee, Hon. Peter Palanga, on the ownership of Oloiden Beach land in Maiella Ward, and from the Chairperson of the Committee on Trade, Tourism, Cooperatives and Planning, Hon. Stanley Karanja, on concerns over illicit brews, drug use, illegal business activities and insecurity in Karunga Market, Kabatini Ward.

PETITION ON METAL DEALERS LICENSING FEES

The House receives a petition by the Nakuru County Metal Dealers Association seeking review of trade licensing fees.

The petition cites an increase in fees from Kshs. 8,500 in 2017 to Kshs. 100,000, terming it as prohibitive and a barrier to compliance.

The Report of the Committee on Trade, Tourism, Co-operative and Planning is tabled by Hon. Virginia Gicanga (Hellgate) on behalf of the Chairperson, Hon. Stanley Karanja.

The Committee recommends that the matter be considered by the Committee on Finance during the next Finance Bill process and urges stakeholders to participate in public participation.

THIRD ASSEMBLY (FIFTH SESSION) HOUSE PROCEEDINGS, AFTERNOON SESSION 7TH APRIL, 2026

The House has moved to address challenges facing Special Needs Schools within Nakuru County through a Motion tabled by Hon. Abdi Ali Hassan, Special Elect.

The Motion highlights concern over the lack of adequate professional support staff, including therapists, specialized nurses and caregivers, in institutions serving learners with severe mental and physical disabilities. Members noted that the gap poses serious health and safety risks and undermines the constitutional rights of Persons with Disabilities.

In the proposed resolution, the House calls on the County Executive Committee Members for Labour, Gender, Youth and Social Welfare and Health Services to jointly conduct a comprehensive audit of all Special Needs Schools to identify staffing gaps.

Further, the County Government is urged to engage the National Government with a view to establishing a Memorandum of Understanding to facilitate the deployment of qualified personnel, while also allocating interim resources to address immediate needs in the affected institutions.

THE House considers a motion for the adoption of the report of the Committee on County Public Accounts and Investment (PAIC) on the Auditor General’s report of Nakuru Water and Sanitation Company Limited for the year ended 30th June 2024.

The motion is moved by Hon.Joseph Muraya (Viwandani)

The House also receives the Public Finance Management (Nakuru County Persons with Disabilities Fund) Regulations, 2026, and considers statements on the status of Githioro Health Centre and the Kenya Devolution Support Programme (KDSP) in Kiamaina Ward.
