The House resumes this afternoon with a Motion seeking adoption of the Committee on Agriculture's Report on the Nakuru County Agricultural Extension Policy, 2026, tabled earlier during the morning sitting.

Also, before the House, a Petition by a Nakuru Town East resident questioning the criteria used in awarding the Zone 13 solid waste management tender and the County Revenue Fund Financial Statements for the year ended 30th June 2026.

Hon. Ali Hassan Abdi has given notice of a Motion urging the County Executive to roll out CCTV surveillance along the Free Area–State House–Kenyatta Avenue–Soilo Interchange corridor to strengthen security and traffic management.

THIRD ASSEMBLY (FIFTH SESSION) HOUSE PROCEEDINGS, AFTERNOON SESSION 22ND SEPTEMBER 2026

The House, reconvening from recess, seeks adoption of a Motion on the Sectoral Committee on Agriculture's Report on the Nakuru County Agricultural Extension Policy, 2026.

The Policy, if adopted, commits the County Government to recruiting more extension officers, increasing funding for extension services, and rolling out inclusive, climate-resilient support to farmers across all wards, a direct response to the staffing and funding gaps that have long slowed advisory services to smallholder farmers.

The Committee, chaired by Hon. Isabella Makori, will move the Motion in the House.

Also, before the Assembly today, a Petition from residents and representatives of Persons With Disabilities calling for investigation into the non-disbursement of the PWD Fund for FY 2025/26, alongside the County's Annual Development Plan for FY 2027/28.

THE HOUSE PUTS SERVICE DELIVERY UNDER THE SPOTLIGHT

The House this afternoon turns its focus to water, healthcare, agriculture and disaster preparedness, with Members seeking answers on stalled projects and gaps in service delivery across the county.

Hon. Jane Gituku, MCA Maiella Ward, seeks answers on persistent soil erosion and gullies in the ward, as well as two coolers that have remained non-operational since their completion in 2022.

In Mosop Ward, Hon. Alex Langat seeks updates on the Ogilgei Water Project, Ogilgei Market Project and Kerma Water Project, including concerns over delayed tender and project documents.

Hon. Michael Gathanwa, MCA Ebburu Mbaruk Ward, seeks a statement on the implementation and operationalisation of SHIF and SHA in Nakuru County.

The House is also set to receive a response from Hon. Moses Koros, Chairperson of the Sectoral Committee on Disaster Management and Emergency Services, on the County Government’s preparedness for the anticipated El Niño rains.

HOUSE CONSIDERS REPORT ON COUNTY REGULATIONS

The House considers the report of the Committee on Rules and Delegated Legislations on its April 2026 meeting with focus on strengthening the scrutiny and implementation of County regulations.

The report calls for timely submission of regulations, review of outdated regulatory frameworks and development of regulations to operationalize key County laws, including the Nakuru County Bursary Fund Act, 2025 and Sports Management Act, 2025.

The Committee also recommends stronger oversight of statutory instruments and capacity building for officers involved in drafting regulations.

This afternoon, the House considers the Committee on Rules and Delegated Legislations’ report on its April 2026 proceedings, laid by Chairperson Hon. Nixon Morogo, who also gives notice of a Motion to adopt the report.
